The deputy executive director in the Ministry Finance and Public Enterprises, Francois Brand, and the director in the Ministry of Agriculture, Water and Land Reform, Albertina Shilongo, were elected as Swapo officials in Windhoek on Sunday.
Brand was elected as treasurer while Shilongo was re-elected as secretary of information for Windhoek West district.
They were elected at the district conference held at the Swapo Party School.
The two defied the Public Service Act, which prohibits deputy directors, directors, deputy executive directors and executive directors in the public service from holding positions in political parties.
About two weeks ago, the secretary to the Cabinet reminded senior government officials they are not allowed to hold leadership positions in political parties.
