THE Anti-Corruption Commission is investigating allegations that the Roads Contractor Company’s acting human resources executive is not qualified for the position.
The ACC’s public relations officer, Josefina Nghituwamata, confirmed the investigations into Ismael Namubeb’s qualifications and appointment last week.
She said the details pertaining to the case cannot be revealed at this stage of the investigation. The Roads Contractor Company (RCC) is a state-owned civil engineering company.
A well-placed source at the company told The Namibian that Namubeb is grossly underqualified to be the acting human recourses executive, as he does not meet the requirements that were advertised for the position in 2015.
The advertised qualification requirements were that the applicant had to be a holder of a bachelor’s degree in human resources management or social sciences; be in possession of a postgraduate diploma in human resources; have prior experience in HR functions at a large organisation; and have at least eight years’ experience.
It is alleged that Namubeb does not hold a degree, and only holds “unsatisfactory matric results” and several certificates of completion and attendance for short courses.
Staff members at RCC, who have asked to remain anonymous, said Namubeb was appointed on a five-year contract from 2016.
It is alleged that despite him being both underqualified and unable to do his job efficiently, management refuses to take any disciplinary action against him.
Speaking to , Namubeb said he could not provide any information to the media at this point due to the pending investigation by the ACC.
“My lawyers have advised me not to talk to the media. The case was opened at the ACC in 2017, and all my credentials are with them,” he added.
