Finance ministry washes hands of National Youth Council administration saga

The Ministry of Finance and Public Enterprises has denied any involvement in the ongoing administrative dispute at the National Youth Council (NYC).

Ministerial spokesperson Wilson Shikoto says the governance of public enterprises in Namibia is guided by the Public Enterprises Governance Act of 2015.

Under this act, public enterprises are categorised as either commercial or non-commercial entities.

The ministry has direct oversight over commercial public enterprises, including recommendations of who is appointed to their boards.

However, non-commercial public enterprises, such as the NYC, fall under the direct jurisdiction of their respective line ministries, in this case, the Ministry of Sport, Youth and National Service, Shikoto says.

He says the ministry has provided guidance to the NYC board and the minister of sport, youth and national service, in accordance with the act, particularly in line with the directive dated 10 February 2015 concerning the suspension of chief executive officers, managing directors, and senior managers.

“The ministry’s role was advisory, and no further action was required or expected from the ministry,” Shikoto says.
