Former Walvis Bay municipality chief executive cleared

The Walvis Bay municipality issued a statement on Friday, noting that former chief executive Muronga Haingura has been cleared of corruption charges by the municipality.

This follows allegations in 2020 that N$24 million of municipal council funds earmarked for mass land servicing projects were misappropriated or missing.

An investigation was carried out by the Anti-Corruption Commission (ACC) from early December 2020.

The statement added that the municipality appointed an auditor on 15 December 2020 to conduct an independent audit and verification of information pertaining to the sales process in respect of the mass land servicing project.

The auditor was also appointed to verify whether all funds due to the council in respect of the sale of properties as part of the project had been received.

According to the statement, the auditor’s report was received and considered by the council at a meeting held on 25 August 2021.

Employees who had been on suspension following the commencement of investigations by the ACC, including Haingura, were reinstated following receipt of the audit report.

“The auditor’s report did not contain any specific findings implicating Mr Haingura of misappropriation of any funds of the Municipal Council of Walvis Bay,” read the report.

The statement also expressed regret regarding any perception which may have been created at the time by the allegations of misappropriation by Haingura.
