First of all, allow me to welcome you to the Ministry of Information and Communication Technology for a very auspicious occasion.
I am equally honoured and delighted to be here today as assigned by the minister of information and communication technology (ICT), who is the council-appointing authority, to inaugurate the Electronic Information Systems Management Advisory Council, abbreviated as Eismac.
This council is established under section 4 of the Electronic Transactions Act, Act 4 of 2019, to exercise the powers and perform the functions conferred on and assigned to it by or under this act.
Today, we come together not only to inaugurate but also to commence a journey of fostering collaboration among you brand new members. Each one of you brings unique perspectives and experiences that contribute to the richness of this council.
I encourage you to engage actively, in unison, and carry out your duty with due diligence and care and make the most out of this opportunity.
And as we all know, the digital economy has become an integral part of our lives, and it has brought about numerous challenges and opportunities for businesses and individuals alike. You are therefore expected to interact and share experiences in terms of developing proactive measures that respond effectively to the revolution in the sector.
The ministry commits to providing support to you and we are looking forward to working with you in the realisation of the objects of the act. The orientation workshop will be organised for you to be introduced to aspects such as good governance and where you will be expected to develop the work plan and modalities to guide the operations of the council.
As you take on this exciting journey, I am humbly requesting you, our esteemed council members, to find inspiration and motivation in our shared goals, remain on board and offer your best. I urge you to familiarise yourselves with the Electronic Transactions Act, which is your working tool in fulfilling your duties. You are reminded that you are expected to appoint the vice chairperson among yourselves as per the provisions of the act.
As you might be aware, the Electronic Transactions Act was brought into force with the exception of section 20, Chapter 4 and Chapter 5. I urge you to put these at the top of your priority list as they require your immediate attention. I wish you the very best in undertaking your work and officially inaugurate the Electronic Information Systems Management Advisory Council. – Deputy Minister of information and communication technology Modestus Amutse at the inauguration of the Electronic Information Systems Management advisory council, 16 September 2024
