THE Namibia Sports Commission on Thursday submitted a 12-month secondment bid for the services of former Brave Warriors playmaker Sylvester Goraseb from the Office of the Prime Minister.
The Commission has earmarked Goraseb, the OPM’s chief human resources policy analyst, as special assistant to chief administrator Simataa Freddy Mwiya.
Popularly known as ‘Lolo’ during his pomp, Goraseb is highly regarded by the NSC, who are in need of personnel with the appropriate expertise and experience in public service reform initiatives to fulfill its vision of creating a winning sporting nation.
With the NSC not in a position to offer full-time employment contracts due to budgetary constraints, they requested the OPM’s indulgence, with a recommendation by the Public Service Commission, for the secondment of Goraseb.
“The NSC, therefore, through various consultations to find solutions, identified the skills, qualifications, experience and exposure of Sylvester Goraseb, as well as his background in sports, as ideal for the requirements in the transformation process,” Mwiya said in a letter to OPM permanent secretary Nangula Mbako.
“The duties and responsibilities of the special assistant, apart from assisting with the duties of the chief administrator, will be to review the business processes, analyse and review the organisational policies and regulatory framework of the NSC and all affiliated sports codes, as well as review and advise on the bilateral and multilateral agreements relating to all the sports codes between Namibia and other countries,” stated Mwiya.
The NSC proposes that Goraseb retains his current job designation, including benefits, and be held additional to the establishment of the Office of the Prime Minister for the period of secondment.
Additionally, the NSC requests that Goraseb be paid a non-pensionable allowance equivalent to the difference between his current salary and that of the proposed secondment position.
“It is against this background that the NSC requests your favourable consideration for the secondment, in our common responsibility of nation-building. Please accept our assurance and consideration of your highest esteem,” Mwiya said.
