Mwatala made the request in a voice message widely circulated on social media on Tuesday.He said those who should submit their documents are paid up members.“This is in connection with work arrangements. I repeat this is in connection with work arrangements. All our comrades who don't have any work but are leaders of sections, branches, districts and regional structures come and submit copies of your IDs, Swapo membership cards and proof that you are a paid-up member,” he said. He urged interested party members to submit their documents on Wednesday at 10h00. “This is very urgent for those comrades I have mentioned.”Asked about the matter, Mwatala said his message has been blown out of proportion.“The person who sent it made a mistake. It's not jobs, it's something that we Swapo members are going to do,” he said. This is not the first time the party is calling cadres for jobs.In 2003, then Swapo party youth league secretary Paulus Kapia said the party had renewed its calls for only loyal Swapo cadres to be appointed to high public service positions.At the time, Kapia said the call for Swapo members to be appointed to decision-making positions was a Swapo policy and "not just a project of Kapia".In 2010, former Rally for Democracy and Progress secretary for information Jeremiah Nambinga called for an end to the "jobs for comrades" notion in government.Nambinga said the “policy” was promoting discrimination against other Namibians.
