MANILA – The Philippines declared a state of calamity in the Luzon region in the north of the country yesterday after a typhoon killed at least 16 people and displaced thousands, officials said.
Typhoon Mindulle was heading towards Taiwan, to the north of the Philippines, yesterday evening.
